This is my understanding: it depends on the planet and its particular energy. For example- it is said that a 12th house Mars is a difficult placement- the 12th huose being a place where Mars doesn't really feel at home, somewhat hampered you know? But for example, a 12th house Mercury is said to be a good placement.Also- about aspects- it, again, has to do with energies...two planets conjunct can be great, or difficult, depending on what they do to each other. Example- a Venus and Sun conjunction would be good..the two energies blend well. But Venus and Saturn- Saturn brings down Venus' high spirits. Sometimes it can be "too much of a good thing"- for example, a Venus and Jupiter conjunction. Might lead to some excesses and overindulgent nature. But also there is a more direct way of "calculating" the strength of the planet.
